ENVIRON is pleased to announce the addition of two key senior consultants to the firm’s national Air Quality Management practice. Russell Kemp has joined the Atlanta office as a Principal, and Steve Ramsey has joined the Houston office as a Principal Consultant.
Russell Kemp has almost twenty years of experience in air quality consulting, including complex emissions inventories, permitting, pollution control system development, dispersion modeling, and risk assessment of air toxics. He also has valuable experience in litigation support, community right-to-know issues, and transactional and compliance due diligence. For more than a decade, he has worked for the secondary lead and battery manufacturing industries, and he has been retained by the Association of Battery Recyclers to assist them through the "residual risk" rulemaking process.
Through this experience, Russell has also been involved with RCRA TSDF permitting, site investigation, and site remediation. He has been a member of the Eastman Kodak Company's external Pollution Prevention Advisory Panel since its inception in 2001. He is a registered Professional Engineer in ten states spanning the country from California to New York.
Steve Ramsey has twenty years of experience providing regulatory and technical support services to a diverse array of private sector clients on air quality issues, including Federal Clean Air Act compliance, air quality permitting, Texas State Implementation Plan development and implementation, and greenhouse gas management. Steve has a great deal of experience with the Air Quality Staff at the Texas Council on Environmental Quality, both in Austin and in the Houston regional office.
Steve has also taken leadership roles in the local Air and Waste Management Association section, most recently chairing the Houston chapter's "Hot Air Topics" conference this fall. He has worked with many of the Houston area’s energy, refining, and petrochemical companies. A Registered Professional Engineer in Texas and Florida, Steve is a Diplomate (Specialty of Air Pollution Control) of the American Academy of Environmental Engineers (DEE).
