More than 30 years of experience in permitting new and modified industrial facilities. While the first dozen years of his career focused on air quality modeling, he has specialized in permitting and regulatory issues since the early 1990s. Eric has been extensively involved in air quality permitting of wood products manufacturing facilities, pulp mills, chemical plants, cement plants, refineries and electrical generation facilities.

Experience Highlights

  • Managed multiple minor and major source air quality permit applications for a major oil refinery in Washington. The applications addressed the proposed construction and operation of several clean fuels projects, new boilers, heater retrofits and sour water handling units. Also supervised the technical support document for the Best Available Retrofit Technology analysis for the refinery.
  •  Prepared minor and major preconstruction permits for combustion turbine-based generation facilities. Projects have ranged from 100 to more than 1200 MW, with gaseous and liquid fuels. Responded to comments during public review, negotiated appropriate permit conditions, and provided expert testimony during public meetings and hearings. Supported five applications to the Washington Energy Facility Site Evaluation Council.
  •  Served as Project Manager for preparation of a PSD permit for an Outer Continental Shelf exploration drilling program in the Arctic Ocean.
  •  Served as Project Manager for preparation of numerous minor and major source preconstruction permit applications for new and modified wood-fired boilers. These boilers are used to produce steam for lumber dry kilns and/or steam turbines for generation of electricity.
  •  Prepared minor and major source air quality permit applications for three phosphate ore processing facilities (fertilizer and elemental phosphorus plants). Applications included new emission units, modifications to existing units, major facility expansions, and retroactive PSD permitting.
  • Prepared initial and renewal air operating permit applications for a wide range of industrial facilities, including lumber mills, electrical generating facilities, semi-conductor manufacturing facilities, cogeneration facilities, potato processing facilities, and cement plants.
  • Evaluated air quality control and compliance issues at six asphalt roofing manufacturing plants located across the United States. Each site was inspected to evaluate current compliance with permit terms and state and federal air quality regulations. Records were examined to assess past compliance issues. The air quality audit was associated with an overall due-diligence assessment in anticipation of a corporate acquisition.
  • Prepared numerous minor source and several major source permit applications for Portland cement manufacturing facilities in Washington and Oregon. Permits addressed both manufacturing and mining emission sources at plants in attainment and nonattainment areas.
