John D. Hoerl

Mr. Hoerl is a Manager in ENVIRON's Arlington, Virginia, office. He has 20 years of experience with environmental consulting, with particular expertise in environmental due diligence, compliance audits of private industrial facilities, and regulatory compliance support. He has conducted environmental regulatory compliance and management system audits at over two hundred facilities worldwide, in sectors such as automotive assembly and powertrain component manufacturing, semiconductors, pharmaceuticals, electronics, and electric utility generation.

• Conducted Phase I environmental site assessments of historical and potential soil and groundwater contamination issues, and related multi-media regulatory compliance reviews, at a variety of manufacturing and commercial properties, such as paper and pulp mills, chemical plants, consumer product manufacturing facilities, metal industry facilities, and energy sector facilities. He has conducted assessments of natural gas well installation operations; midstream natural gas distribution facilities such as compressor stations, treatment facilities, and booster stations; and wind turbine facilities.
• Completed a two-week RCRA-only regulatory compliance audit of one of the world's largest petroleum refineries.
• Managed compliance follow-up activities for an international metal parts manufacturer, and provided on-going assistance for divisional and site personnel in responding to specific compliance issues.
• Managed compliance follow-up activities for a recreational vehicle component manufacturer, including on-going issue-specific support for site personnel.
• Conducted a multi-media compliance audit of a food products manufacturing facility.
• Analyzed air permitting options for a planned expansion of a lime kiln facility.
• Trained client corporate and facility staff in auditing techniques for internal multi-media compliance audits and environmental management systems audits at semiconductor and automotive manufacturing sites world-wide.
• Participated in the development of environmental management systems for clients at the corporate and manufacturing site levels.
• Developed and facilitated an internal self-assessment program for an electronics manufacturer, supervising and mentoring client environmental staff in completing site assessments covering compliance with relevant environmental requirements and internal environmental management system standards.
• Developed air, storm water and wastewater permitting strategies for a client's multiple manufacturing facilities.
• Conducted a multi-year comprehensive environmental compliance audit program at a consumer product manufacturer's domestic sites.
• Developed hazardous waste handling procedures for a client's facilities in several states.
• Prepared application packages documenting environmental management systems at two automobile assembly plants for certification under a state EMS program.
• Prepared Toxic Release Inventory (TRI) chemical release reports for an automotive assembly plant.
